TITLE: COUNTRY REPRESENTATIVE

DURATION: 12 MONTHS

LOCATION: SOUTH SUDAN, JUBA

STATUS: UNACCOMPANIED

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Country Representative to lead CRCS programs in South Sudan.

The Country Representative is the senior management position with supervisory and managerial responsibilities for the CRCS delegation in South Sudan which is implementing multiple projects in the country. Reporting to the Senior Manager, Emergency Management based at the National Office in Ottawa, the Country Representative will be responsible for representing CRCS in South Sudan, for the security of CRC staff in South Sudan and to oversee and ensure the efficient and effective development and management of CRCS programming in coordination with the South Sudan Red Cross (SSRC) and the Red Cross Red Crescent (RCRC) Movement.

Key Responsibilities

Representation/Coordination

· Represent CRCS and maintain strong and positive relations with the South Sudan Red Cross, other RC National Societies, the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), the Ministry of Health (MoH) and national authorities, international and national organizations, donor Governments, as well as national and international media

· Actively provide high level representation, particularly at key coordination meetings as well as at other external meetings

· Support and supervise CRCS delegates in country and foster a positive and constructive team approach and working environment

· Ensure consistent and effective communication with CRCS delegation in all locations in South Sudan as well as with CRCS National Office Ottawa.

Program Direction

· Ensure coherence of CRCS program in South Sudan in close collaboration with the Senior Manager, Emergency and Recovery Team and in collaboration with the Africa team

· Ensure effective development and implementation of CRCS program activities in South Sudan according to approved plans, budgets, regulations, and policies. This implies recommending changes to programs as the situation evolves

· Oversee good financial controls, adherence to processes and policy, monitoring of budget and development of accurate and timely financial reports

· Ensure oversight and control of spending against budget

· Ensure delegation planning, budgeting, and reporting is carried out in a timely manner and in accordance with CRCS and donor requirements, formats, and standards

· Identify opportunities for new areas of work according to CRCS and South Sudan Red Cross priorities, identify new funding sources and negotiate funding opportunities

· Provide guidance to country programs in identifying and planning required logistics support for effective and efficient delivery of programs.

Delegation Management

· Ensure the proper security protocols are in place, disseminated and regularly updated to ensure the safety of staff and volunteers involved in CRCS programs

· Promote the institutional and program development of the South Sudan Red Cross through a collaborative and supportive working relationship

· Ensure effective management of personnel, maintaining and fostering a positive and effective working environment

· Ensure delegates’ compliance with CRCS policy, including Code of Conduct and Health and Safety practices, the CRCS International Operations Manual of Operations and the Country Security Plan

· Ensure effective staff/volunteer management including compliance with local labour regulations, maintaining a positive mentoring and collaborative delegation

· Ensure effective risk management including, but not limited to monitoring of risk associated with program implementation and legal contracts

· Ensure effective security management according to the Movement and CRCS security protocols, including but not limited to the development and maintenance of a business continuity and evacuation plans

· Manage the operation in strict adherence with RCRC policies and procedures.

Duties Applicable to All Staff

· Actively work towards the achievement of the Delegation’s goals

· Abide by and work in accordance with the Red Cross Red Crescent principles

· Perform any other work related duties and responsibilities that may be assigned by the supervisor.

Qualifications

Education and Experience

· Post graduate level education in a related discipline is preferred or an equivalent combination of education and experience.

· Previous RCRC Movement experience is required along with a demonstrated commitment to the principles of the RCRC Movement

· Substantial experience in a similar role working in conflict and post conflict programming

· Experience in the management of Government of Canada funded projects

· Demonstrated experience in senior level representation, relationship building and management, and strong diplomacy and negotiation skills

· Proven experience in effective country-level planning and coordination with a range of different stakeholders.

Skills and Abilities

· An excellent communication skill, both verbal and written, in English is mandatory

· Solutions oriented with demonstrated analytical skills

· Proven experience in overseeing program or operation budgets

· Demonstrated experience in managing and motivating teams in complex and high stress environments

· Demonstrated accountability for staff security in a conflict/fragile environments

· Ability to live in fragile/conflict environment and abide by strict security policies.

Working Conditions

This is an unaccompanied position based in Juba, South Sudan. South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist. Political conflicts, ethnic violence and unrest in different parts of the country has resulted in internal population displacements.

CRCS supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
