DURATION: Temporary, Full time (12 months)

LOCATION: Juba, South Sudan

REPORTING TO:Health Program Manager, South Sudan

Reporting to the Health Project Manager, MNCH Delegate for the South Sudan delegation, the Finance Delegate will be responsible to lead the finance function for the Canadian Red Cross Delegation in South Sudan with special attention to the MNCH project. The Finance Delegate will provide the country operation and delegation with professional finance and budgetary support and advice. S/he will be responsible for developing a finance system from inception, including monitoring and auditing functions for the CRCS delegation. While there will be local staff working on accounting functions, the Finance Delegate will need to consider the capacity of the local staff and determine if a hands on approach is required to ensure accurate records management.

DUTIES APPLICABLE

  • Actively work towards the achievement of the Delegation’s goals.

  • Abide by and work in accordance with the Red Cross Red Crescent principles.

  • Perform any other work related duties and responsibilities that may be assigned by the supervisor.

  • To uphold the Fundamental Principles of the Red Cross / Red Crescent movement and comply with the Code of Conduct and policies.

KEY RESPONSIBILITIES

Lead the finance and accounting function

  • Budgeting, accounting and financial reporting.

  • Systems development and integration.

  • Project costing and analyses.

  • Implementing and managing internal control policies and procedures.

  • Working capital management.

  • Compile, validate and reconcile all monthly financial reports for Headquarters.

    Manage the funds and financial systems of the delegation

  • Manage all financial aspects of an operation with approximately +CAD 20 million.

  • Management of fixed assets list.

  • Interpret terms and conditions of Contribution Agreement to be applied to financial reporting.

  • Ensure timesheets are completed by both CRCS Delegates and local staff.

  • Manage cash flow and cost control measures.

  • Management of the payments, cashier and bank signatory.

  • Coordinate the compilation of the delegation's budget and financial plan, under the direction of the Country Representative, using budgets prepared by project managers in the field.

  • Develop accurate financial systems for entire delegation, and ensure consistent use and maintenance of finance systems.

  • Compile accurate, regular and timely financial and narrative reports for the CRCS National Office.

    Manage and monitor the delegation budget and oversee financial reporting

  • Monitor the budget of the delegation and ensure accurate accounting, authorisation & internal control procedures. Investigate and address significant variances.

  • Review and advise on the finance sections of funding proposals for donors or National Office.

  • Ensure Field Returns are complete and supported by appropriate papers.

    Provide management support and advice in the area of finance

  • Line manage, recruit, advise, support and train the locally-hired financial staff of the delegation.

  • Advise the Country Representative and other staff on financial and administrative matters.

  • Train, support and advise delegates in financial and administrative matters.

  • Provide various financial supports to project development and implementation.

  • Train, support and advise the National Society branch in the development of its financial and administrative systems.

Human Resources Management

  • Ensure all HR functions and systems are in accordance with the bilateral project operations of the Canadian Red Cross and are aligned with the policies and procedures of the SSRC.

  • In collaboration with SSRC and CRC Health Project Manager, support the recruitment, of relevant staff and ensure quality of HR services in both Juba and Kuajok – recruitment and selection, HR advice and support, contractual issues/remuneration of local staff.

  • Offer guidance to the HR team on work related tasks, support performance appraisals, and deal with any performance/development issues that may arise.

  • Assist the Project Managers and CRC Country Representative with HR planning and identification of HR needs.

  • In coordination with CRC IO-HR, provide support, advice and guidance to CRC delegates in regards to contract management issues.

  • Assess and prioritize recommendations from Support Services Assessment related to Finance and develop a plan of action approved by NO Program Manager.

  • Participate in relevant meetings and fora to ensure CRCS’ needs are understood and accommodated where possible.

Capacity Building

  • Assess the capacity gaps in finance as per the support services assessment and provide support in addressing them.

  • Develop a capacity building plan in finance for the SSRC relevant staff

  • Provide regular mentoring and accompaniment to the SSRC Finance Team

  • Convene a 1 hour meeting for key SSRC staff every week to address any issues arising elated to financial management

QUALIFICATIONS

Education and Experience

  • University degree in Finance, Accounting, or a related field.

  • Professional certification in Accounting strongly preferred.

  • Minimum of 5 years relevant work experience in Finance, with experience in a management role.

  • Experience with Red Cross / Red Crescent accounting measures strongly preferred.

  • Previous international work experience in a developing country preferred.

  • An excellent communication skill, both verbal and written, in English is mandatory.

  • Demonstrated experience in mentoring managers and staff in Finance policies, systems, and procedures.

  • Demonstrated experience in the development and implementation of financial systems.

  • Strong commitment to the Principles of the Red Cross Red Crescent Movement.

  • Strong initiative, diplomacy, flexibility, and sound decision making skills are required.

  • Demonstrated experience in staff supervision, management, and development.

WORKING CONDITIONS

This is an unaccompanied position based in Kuajok, South Sudan. South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist. Political conflicts, ethnic violence and unrest in different parts of the country has resulted in internal population displacements.
